Computer crashes and other related issues are nothing new, and most of us have had this happen at least once, if not many times. Being able to safely diagnose and repair computer issues is a great way to save yourself some money and learn valuable IT skills at the same time.
However, having the right tools on hand is crucial if you want to be able to successfully get your computer up and running again. And, of course, having a current backup of your personal files is essential just in case you can’t get it repaired and are forced to reinstall Windows from scratch.
Fortunately, there are several reliable tools out there that you can use to boot your computer from a flash drive. These allow you to do things such as run memory diagnostics, reconfigure hard drives, and even reinstall Windows if needed.
In this article, we will be discussing Sergei Strelec’s WinPE environment, which many IT professionals consider to be the ultimate all-in-one rescue USB toolkit.
What is Included in Sergei Strelec’s WinPE?
Sergei Strelec’s WinPE rescue USB is a customized, bootable environment that comes with a multitude of common diagnostic and repair tools, all packed into one convenient toolkit.
Here are some of the primary categories of tools that come included with the download. Keep in mind that the specific software versions can vary slightly as the app is updated by the developer.
Backup & System Imaging
This section includes powerful software like Acronis True Image, Macrium Reflect, R‑Drive Image, and EaseUS Todo Backup. These utilities are perfect for cloning failing hard drives, creating full system images, and performing bare-metal system recovery.
Disk & Partition Utilities
If you need to manage your storage, this toolkit includes MiniTool Partition Wizard, DiskGenius, AOMEI Partition Assistant, Defraggler, KillDisk, and HDD Low Level Format. These are essential for safely formatting, resizing, wiping, and repairing corrupted drives.
Data & File Recovery Tools
Accidentally deleted a file or lost a partition? You can use included programs like R‑Studio, EASEUS Data Recovery, and Active File Recovery. These tools allow you to scan the drive at the sector level for file and partition recovery before you reinstall your operating system.
Diagnostics & Hardware Testing
To figure out what is actually causing your computer to crash, you can run AIDA64, HWiNFO, BurnInTest, CrystalDiskInfo, CPU‑Z, or OCCT. These are the industry standards for advanced hardware testing, temperature monitoring, and deep system analysis.
Password Reset Utilities
If you or a client are completely locked out of a machine, you aren’t out of luck. The USB includes PCUnlocker, Reset Windows Password, and Windows Login Unlocker to help you bypass or reset local account passwords safely.
Networking & Remote Access
If you need to get the machine online to download a specific driver or grant access to another technician, the toolkit has you covered. It includes TeamViewer, AnyDesk, OpenVPN, UltraVNC, and Advanced IP Scanner for basic connectivity and remote troubleshooting.
Downloading and Extracting the Toolkit
In order to use Sergei Strelec’s WinPE toolkit, you will first need to download the massive ISO file to a working computer. Once downloaded, you will use it to create a bootable USB flash drive using one of the many bootable flash drive creation tools available.
1. Extract the RAR Archive
The ISO file will be contained within a compressed RAR archive file that will need to be extracted before it can be used. Since the developer password-protects the download, you will need to enter the password strelec to successfully extract the files from the archive. You can use a free tool such as 7-Zip or WinRAR to easily extract it.
2. Locate the WinPE ISO File
Once you extract the RAR file, you will see several other files, text documents, and folders inside the directory. The most important file is the WinPE11_XX.iso file, which is the actual disc image you want to use to create your bootable flash drive with.
3. Create the Bootable Flash Drive
You may also notice a folder named “Create a bootable USB drive” included in the extraction. This folder contains some other helpful utilities such as BOOTICE, SimBoot, and UltraISO that you can natively use to burn the ISO to your drive. Alternatively, you can use a popular third-party tool like Rufus.
Booting and Using the Rescue Environment
4. Navigate the Windows Boot Manager
Once you have successfully created your bootable flash drive and started your computer with it, you will have several options presented at the black boot manager screen. If you are troubleshooting a modern PC, you will choose the Boot WinPE 11 Sergei Strelec (x64) option.
5. Stop the Countdown Timer
You will need to quickly move the arrow keys on your keyboard within 10 seconds to stop the automatic countdown timer at the bottom of the screen. Otherwise, the system will just automatically choose the first highlighted option for you.
6. Wait for the Desktop to Load
As the files load into your system’s RAM, you will see a standard Windows 11 logo on your screen. Keep in mind that it is not actually booting your computer back into your broken Windows installation. After a few moments, you will see the custom WinPE desktop load with several icons, as well as a familiar Windows-style start menu and taskbar.
7. Explore the Programs Menu
If you click on the start menu, you will see several standard options for things such as shutdown, reboot, run, command line, and This PC (File Explorer). If you click on the Programs WinPE option, you will see several categories of specialized tools and software separated neatly by folders. You can then launch and use any of these tools from within one of these categories.
8. Use the MInstAll Application Manager
Alternatively, if you were to click on the MInstAll icon on your taskbar, you would see the exact same tools and apps, but displayed in a much different format. This interface acts more like a traditional software installation menu, making it easy to browse the massive list of utilities.
9. Access Legacy Windows Tools
If you are working on an older machine, clicking on the dropdown menu at the top of the MInstAll window will show other software options optimized specifically for Windows 8 and Windows 10 environments.
10. Check the Desktop for Standalone Apps
One thing you may quickly find is that the specific tools that are placed directly on the desktop might not be listed with the others in the Start Menu folders. Keep that in mind when reviewing all the available apps so you don’t miss a helpful utility.
